Rules Update

As requested a long time ago (and actually confimed via admin meeting some time ago) we finally did update the rules, so that recording is optional from now on. Please read the according rules section for details. Sorry for the delay!

If you did record the games before, you did everything right. The rules are always applicable in their current state. This means, until today recording was mandatory.
